First of all start with NCERTs... These books will give you base for preparing for civil service exams. After that you can read following books...
1. D.D. basu- Indian constitution
2. Dutt & Sundaram - Indian economy
3. Indian Polity by M. Laxmikant
4. Physical and human geography by Leong 
5. India's struggle for independence by Bipin Chandra 
These are the basic books which should be read along with IGNOU B.A. notes, The Hindu, Yozna and Kurukshetra magazine......

NCERT books, class IX - XII are of Supreme importance. Its very important to set the fundamentals right before doing anything else. Post NCF 2005, NCERT books are of very high quality with interesting pictures and illuminating examples. One who is starting Civils preparation must read the NCERT books on Polity, Geography, History, Economics for two months at least. Once basics are set, one can move to Frontline and Down to earth for application of those fundamentals gained from NCERT.

Therafter writing practice can be done through paid test series or on free websites like www.iasupsc.in
